Keystone Mountain Lakes Council Reorganization
Bill Sproule assistant EST of the Keystone Mountain Lakes Regional Council presented an overview of the reorganization of the council and council objectives for 2019 at the October 23rd DISCA membership meeting.
Sproule said the council is projecting 20M ft2 of construction in 2019 in NJ, Philadelphia and the four counties surrounding Philadelphia. He stated the council is increasing its focus on utilization of pinpoint dollars to help union contractors compete for smaller jobs, and noted successes in construction of CVS, Walgreens and Starbucks stores.
Sproule reported that council representatives had met with NJ Department of Labor to discuss misclassification of workers, and noted they had a very positive response.In response to a question about provisional journeymen, Sproule stated there were approximately 125 provisionals in NJ, but there were problems with them moving up to full pay, causing issues with assembling a blended rate. He noted that contractors could use a combination of journeymen, provisionals and apprentices to develop a competitive rate, and augment that with pinpoint money. He stated the council would continue to work with contractors to develop creative solutions for blended rates.
Sproule stated the council was working with HFMA and the legislature to create a prevailing wage for residential construction.
In response to a question about manpower availability, Sproule noted there were approximately 200 journeymen in each local that were unemployed. He stated the council was working on revising its referral procedure to ensure that the right person was sent to the right job. He noted that contractors can ask for specific skill sets when requesting carpenters.
